The Dragon and the Foreign Devils is an informed and extremely readable introduction to 3,000 years of Chinese history with an emphasis on China's slowly evolving relations with the outside world.
Separated from India and the Middle East by fortress mountain chains, China took wing as a self-contained empire that, while periodically failing to defend itself against predatory northern hordes, engineered an elaborate tribute system to bring more immediately surrounding peoples within its civilised pale.
Not until the expansion of a strong Russian state in the 17th century were the Chinese forced to concede equal status to another nation. Yet despite the erosion of Chinese sovereignty by Western powers in the 19th century, the basic tenor of China's foreign policy remains intact: diplomacy, not war, is the preferred means of dealing with "barbarian" others.
As a superpower, Gelber suggests, China is more likely to strive for harmony than aggressive dominance. He might have added that a thousand years ago the Song dynasty achieved a thriving market economy that left the natural environment substantially unscathed.
